Description
Summary:Local government authority in Nigeria, particularly in Kogi State, is constrained by inadequate funds, political interference, corruption, mismanagement and administrative control issues. These constraints lead to ineffective service delivery, underdevelopment and loss of accountability and transparency in the governance system of the local government. Therefore, this study examined the control mechanisms affecting local government autonomy in Kogi State, Nigeria. The objective of this study was to explore how various control mechanisms, such as financial oversight, political influence, and administrative constraints, affect the ability of the local governments to perform their constitutional functions and achieve autonomy. This study employed a mixed-method approach, combining qualitative and quantitative research to comprehensively analyze the relationship between control mechanisms and local government autonomy in Kogi State. The study employed a case study design and the qualitative data were analyzed using content analysis and thematic analysis. For quantitative data, the cross-sectional survey research design was employed and the data were analyzed using Statistical Package for Social Sciences (SPSS) software. The research identified several key challenges faced by local governments in Kogi State, including corruption, inadequate funding, undue political interference, and the elite capture of local government administration. Through an indepth analysis, the study highlighted the implications of these challenges for local governance, particularly their effects on democratic processes and service delivery. The findings suggested that despite constitutional provisions for local government autonomy, state government interference continued to undermine the effectiveness of local councils’ administration in Kogi State. Theoretically, this study contributed to the use of the system and structural functionalism theory in studying the context of control mechanisms in improving local government authority. From a practical point of view, the study proposed several recommendations to enhance local government autonomy, including improved budgetary allocations, stronger financial oversight mechanisms, reduced political interference, and anti-corruption measures to safeguard local government functions. These recommendations aim to improve governance, promote decentralization, and ensure better service delivery to the citizens of Kogi State.
