Local Agenda 21 was introduced as a result of Earth Summit conference in Rio de Janeiro. LA21 is a aims at ensuring sustainable development which emphasizes the role of local authorities as well as community involvement. In the realization of LA21, local authorities should play an important role because the local authority is a party directly involved in the implementation of sustainable development. Besides other parties such as local residents, private sector, NGOs and other should also participate in achieving sustainable development. Participation and cooperation of the public is indispensable to the success of LA21. The extent of understanding and involvement of the local population is the main question that will be explored. The objectives of the study are twofold. First, to assess the level of understanding about LA21 among Kampung Ulu Paip Karangan community. And second, to examine the participation level of Kampung Ulu Paip Karangan community in LA2. It was also found that almost 70% of the local community participate in the program. Further local communities also provide suggestions to further enhance the LA21 program. This is because apart from the involvement, their position and role in the planning MPKK strategic plan can also help achieve more LA21 programs.
