description Environmental degradation in the highlands still occurs every year despite various management measures taken by the government. Thus, this study correlates problems in environmental management of the highlands (planning, enforcement and monitoring) in Penang with the engagement of various parties, namely the public, private and Non-Governmental Organizations. The objectives of the study are to investigate the relationships between the engagement of various parties in planning the environmental management of the highland areas in Penang, to examine the influence of the engagement of the various parties to the enforcement of the environmental management of the highland areas in Penang and to determine the effect of the engagement of the various parties towards monitoring of the environmental management of the highland areas in Penang. This study adopted both qualitative and quantitative methods. The quantitative survey method, as the dominant approach, was used to collect data using convenience sampling from 762 respondents living in the Northeast District and Southwest District of Penang. Meanwhile, interviews were conducted purposively on a total of 18 representatives from private sectors and two from Non-Governmental Organisations. Pearson correlations were used in analysing the data to answer all the objectives. In general, the findings showed that the score for community engagement and highlands environmental management area good with an average value of 4.26 and 4.02 respectively. The results of Pearson correlation analysis show that community engagement in the environmental management of the highlands is also significant at level p≤0.01 and r = 0.143. This means that even with the engagement of the community towards the environmental management of highlands is good but the prevailing relationship is still weak or low (approximately 14.3%). The findings of interviews conducted with informants from both private sector and Non-Governmental Organizations shows that their engagement is good, particularly with public and government on environmental management of the highlands. Therefore, this study suggests that a comprehensive channels should be established, whether formally or informally to ensure the role of various parties can be increased more effectively in environmental management of the highlands in Penang.
