Since Malaysia got its independence, the economic sector is more concentrated in urban areas, thus creating an economic gap between the city and rural area. The government was made the various changes in economic policy to liberate the rural communities from poverty such as involving the rural business community and entrepreneurship. To ensure that rural communities excel in business and entrepreneurship, the JKKK institution, which is the closest government agency to rural communities, plays an important role in the development of the rural economy. There are three main objectives outlined in this study: (i) To study JKKK's level of awareness in entrepreneurship development in rural areas; (ii) To evaluate the relationship between JKKK's level of knowledge, attitude, and practice with the level of awareness related to entrepreneurship development; (iii) and to suggest improvements to the JKKK organization in order to become agents of economic development of rural communities through entrepreneurial programs. This study was conducted using a quantitative approach through systematic sampling method in which the questionnaires survey was used as the research instrument. Respondents of this study were 207 people consisting of the chairman of JKKK, the village leaders, and secretary of JKKK in the district of Besut, Terengganu. The findings have showed that JKKK's level of awareness in entrepreneurship in their area was generally good. The results also showed that respondents have a positive attitude in the development of entrepreneurship in their area. The results of the study proved the significant positive relationships between knowledge, skills and practice and level of awareness. Finally, this research proposes a proposal for the JKKK to develop entrepreneurial attitudes, efficiency and productivity among entrepreneurs; such as by requiring the involvement in training course in order to increase the marketing productivity.
