Description
Summary:The key to the implementation of the rural revitalization strategy is to cultivate a team of high-quality farmers (HQF) with "culture, knowledge of technology, and good management". Vocational training is fundamental of the development of high-quality peasant team, and performance evaluation is its necessary precondition. Performance evaluation of high-quality farmer training (HQFT) is not just for reference of the government to efficiently allocate resources, but it is also as a guide for training institutions to optimize training programs to ensure effective training quality. In order to evaluate the training performance of HQF scientifically, this study focuses on Jiangxi Province and comprehensively uses qualitative and quantitative research methods such as interview, questionnaire and expert consultation to address the following key questions: How should we evaluate the training performance of HQF? What is the performance of HQFT and what factors affect the training performance of HQF? How to improve the quality of HQFT? Taking training status of HQF and performance evaluation problems as the starting point, this study collects data through researcher designed questionnaires, establishes "HQF Performance Evaluation Questionnaire", and assigns the index system step by step through the analytic hierarchy process. Finally, a HQF training performance evaluation standard is formed, which includes four first-level indexes and twelve second-level indexes, such as training intention, training satisfaction, professional quality and training benefit. By means of random sampling, a questionnaire survey was then conducted on 514 HQF in Jiangxi Province who had participated in the training on production and management, technical skills and social service. It was found that the training performance of provincial HQF is good generally, but there are hierarchical and individual differences. Current training was found to have the best performance on professional quality and the worst performance on training efficiency. Based on the perspective of training transfer, a framework of factors influencing the training performance of HQF was developed. It is found that policy, training and farmers are the three key factors influencing the training performance of HQF. On the basis of the above analysis, a systematic support system comprising of "top-level design - organization management - program innovation" is thus proposed to improve the training performance of HQF.
