House or home is the basic needs for each of us. However not everyone can afford to buy and own a house that is comfortable dan safe to live. This paper focuses on the implementation of the program to build new homes by Majlis Agama Islam Negeri Johor (MAIJ) where the recipients are the poor and needy who qualify to get either three or two or one bedroom house. From 2003 until 2015 a total of RM 48.3 million has been allocated by MAIJ to build new homes and do home repair. The objective of this study is to identify existing procedures to build the house by MAIJ and to examine the causes affecting the delay in building the house by MAIJ. This study covers the Zakat Division and the Planning and Development Division in MAIJ also MAIJ Batu Pahat district and MAIJ Mersing district. The methodology used in this report is based on interviews and information from primary data that showed time frame, problems of applicants’ land and contractor are the factors that contributed to the overall delay.. It is hoped that the results of this study can serve as a guide and improve the implementation of the MAIJ’s program to build house for the poor to be more efficient in the future.
