However, some of the projects suffer from either cost overrun, delay or do not meet the required quality. Even though delay in the construction project cannot be avoided, it can be reduced. One of the main factors the government launched the IBS projects is to accelerate the implementation of construction works that can be completed within the stipulated time.Nevertheless, from five IBS project supervised by JKR Kedah from 2008 to 2013 almost 100% had experienced delays.Therefore, the aim of this study is to analyze the causes of delay in the IBS projects and to suggest methods to overcome the delays. The objectives of this study are to identify the types of delays in the IBS projects, to review the factors that cause delays in the construction of IBS projects, to identify the impact of delay on IBS projects and to suggest methods to overcome delays in the construction of IBS projects.The study is conducted through questionnaires and interviews. A total of 50 questionnaires is distributed to the respondents comprising of contractors, consultants and engineers. The number of questionnaires returned and filled are 30 numbers. The data is analyzed using Average Index. From the study there are three types of delays in the IBS construction projects. This problem is clearly stated in the Contract Documents in Clause 43.1(a-j). First is the delay that can be claimed compensation(compensable delays), Delay allowed without compensation(Excusable Delays) and delay are not allowed and will be subject to fines and Ascertained Damages (Liquidated and Ascertained Damages, LAD) (Non Excusable Delays). The factors that cause delays in the construction of IBS projects are financial problems, contractors? lack of knowledge of IBS projects and poor site management. The impact of delay on IBS projectare cost overrun, loss to client in terms of income and storage of equipment supplied by the supplier for the IBS projects. The methods to overcome delaysin the construction of IBS projects are to reduce costs, develop a "one stop center" for IBS, skills training to carry out the project IBS, installation and logistical, planning and scheduling, payments to contractors must be timely fahmimoksen UTM 97 p.
