It is a system where a single cardio patient can perform a medical checkup of their heart and also get a reading of their Electrocardiography (ECG) reading in a rural medical center and that information is being transmitted to Institut Jantung Negara (IJN) to be diagnosed by a specialist. A rural medical center has no proper equipment to perform any advance ECG diagnosis or treatment. There are also no specialist medical doctors that are focus on cardiology. Hence, a patient that is staying in a rural area have no other choice rather than to go to the only medical center in the vicinity. A telecardiology will require medical personal to access the Electronic Medical Records (EMR) that stores all the patient’s medical information and personal information. This information must have the proper access control in order to secure all the information stored within it. In this study, an access control model will be proposed. By using Case Based Reasoning (CBR) to sort and secure the information in every situation whether the medical center has experienced it or not. Combining case based reasoning with access control model will achieve a model that can adapt to any problems that it faces. Validation of the proposed model is done by validate the model with case study of medical access control fahmimoksen UTM 82 p.
