This program aims to improve the quality of life in this country as well as increase the safety of residents in urban areas. Safe City concept is based on the slogan that prevention is better than the elimination of crime. From this, all local authority is requiring to implement Crime Prevention Measures that have been prepared under this Safe City Program. Therefore a case study has been carried out in Sungai Petani Municipal Council, Kulim Municipal Council, Baling Municipal Council and Sik Municipal Councils the local authority. Based on information, every local authority still does not fully implement the Crime Prevention Measures under Safe City Program. Therefore, the objective of this study was to identify Crime Prevention Measures implemented by local authorities in Kedah and also to study constraint factors in application Safe City Program by local authorities in Kedah. In this study conducted an observation an interview. Description and comparison method was used for the analysis. The interview was conducted with officials of Department of Town and Country Planning from each local authority. Results from interview were analyzed by content analysis. The finding of this study is the implementation Crime Prevention Measures under Safe City Guidelines is still not fully implemented. Besides that, there are the constraint factors have been identified is the lack of financial allocation from the Ministry of Housing and Local Government.
