Urban administrators have undertaken various initiatives to develop their heritage city more sustainable; for instance, using sustainable urban indicators as a tool for guiding and monitoring development. However, current urban indicators have been developed without consulting key stakeholders, hence resulting in a lack of ‘buy in’ and noncompliance. Moreover, only the development of tangible cultural heritage indicators was focused on while intangible culture heritage indicators were largely neglected. This study indicates that this issue is due to the weak establishment of the indicator in its early stages. Therefore, this study aims to establish an innovative methodology for indicator development through an inclusive participatory approach. Melaka Heritage City was chosen as the study area. The quantitative approach was applied. Due to current local circumstances cultural heritage value, the Stakeholder Participation Model as a bottom-up approach was adopted. This research found that the current urban management and administration system in this city is based on a top-down approach. The stakeholders from government agencies are found to greatly influence the decision and policy-making process, whereas the views and opinions of the local community are given far less attention. The study has indicated and identified two main aspects to measure the sustainability level of the intangible cultural heritage assets in a heritage city. It consists of measuring the intangible cultural heritage assets performance level and protection level. Six items were identified in measuring the sustainability level performance. It comprises assets material and substance, technique or method used, form and design, ambience, assets original location and placement, assets use and function in daily practice. Four items for measuring the intangible cultural heritage protection level which comprise young generation involvement, assets documentation, transmission level of traditional knowledge and skills and cultural practice. This study has proposed the development of a framework of indicators for intangible urban heritage. It has mapped out the basic requirements for developing the indicators and to elucidate the steps and procedures to be undertaken. Overall, the proposed framework provides decisionmakers with a comprehensive framework to improve the process of developing indicators as well as to safeguard national heritage assets in Melaka City fahmimoksen UTM 333 p.
