VLPR system is a system that is motivated with various traffic management frauds, in which the system tunes in a lot of image processing field to capture an image of a car before the work to recognize the characters on the car license plate. Plate detection phase is the first main phase in the whole VLPR system, where the locations of the plates in each image data are identified and cropped as input data for the next phase. This phase is fundamental as it influences the accuracy and precision of the result in the coming phases. The potential solutions proposed and compared in this research thesis work, which they include masking method and Vertical and Horizontal Histogram Algorithm, are introduced and explained abundantly in this thesis. The main purpose of this research is to implement the algorithms in the plate detection phase in VLPR system and to evaluate the algorithms in terms of region detection accuracy and its precision over Malaysian car plate number. The implementations of these algorithms are in MATLAB. The results deduce that when tophat threshold, T, is set to 130, masking algorithm achieved 94% of accuracy, compared to Vertical and Horizontal algorithm, which achieved 83.3% when vertical threshold, V, and horizontal threshold, H are set to 60 and 50 respectively. The enhancements in Vertical and Horizontal Histogram algorithm are histogram threshold and histogram height. The enhancements boost the accuracy of the algorithm between 5% to 23% snhas UTM 89 p.
