However, the present OSH condition in the nation is still below expectation as accidents and diseases continuously occur. Most of the HLI have not yet fully subscribe to the importance of an OSH Management System. Furthermore, management teams face a lot of barriers in implementing an effective and efficient OSH Management System. In response to this problem, the objective of this study is to identify the enablers and key practices of enablers for an OSH Management System in Higher Learning Institutionst. Interviews and questionnaire surveys were conducted to achieve the objectives. The sample was selected from a range of OSH related personnel in industry and Universiti Teknologi Malaysia. Then, several statistical analysis were carried out to analyze the data obtained, namely frequency analysis, mean analysis, One Way ANOVA and Kruskal Wallis Analysis. The findings indicate that all the five enablers (Commitment to Perform, Ability to Perform, Activities Performed, Measurement and Analysis, and Verifying Implementation) are essential and important in establishing an OSH Management System establishment. Besides that, the findings also show that the most important key practices o f 揅ommitment to Perform� is 揅ommitment from Top Management�, 揂bility to Perform� is "Employee Involvement�, enabler 揂ctivities Performed� is 揙SH Management Program�, enabler 揗easurement and Analysis� is 揂ssessment and Evaluation�, and lastly for 揤erifying Implementation� is 揂udits�. zulaihi UTM 121 p.
