Communities who are descendants of Bugis and Makassar sailors inhabit Makassar but urban development’s to modernize the city have resulted in the gradual disappearance of Makassar’s social identity. It is essential that Makassar safeguard its culture and place identity, which could also be showcased as part of the tourist attraction. This is because culture and heritage are important elements of tourism that contribute to the economy o f a city. This study aims to develop an approach for waterfront development at Makassar based on its local cultural identity through a multistakeholder process. Place theory, urban waterfront morphology, urban tourism, cultural identity, and social identity form the fundamental theoretical framework of this study. This study used three research instruments to collect data, which are interviews, desk studies, and observations. This study also applied qualitative methods and case studies to understand and investigate this phenomenon by interviewing 38 key informants chosen through snowball sampling. This study revealed that the morphology of waterfront development at Makassar city has six eras: (i) in the 12-14th century, the river functioned as a character determinant of urban development, (ii) in the 15-17 century, Makassar had established a beach waterfront, (iii) in the 18th century, Vlaardingen city (Makassar) was in colonial rule which influenced the design and architecture along the waterfront, (iv) the 19301990s, Losari beach area became a public space, (v) in the 1990 s to date, Losari became waterfront city, and (vi) in the 2009, Tanjung Bunga beach was declared the waterfront satellite city o f the future. This study also revealed that the policy over the development of the urban waterfront at Makassar should be based on the cultural values and the local community. In addition, this research recommends the incorporation o f the Bugis-Makassar traditional philosophy called sipakatau, sipatuo, and sipatokkong, to restore the relationship between the waterfront and the the cosmology of Bugis-Makassar culture. The waterfont setting has shaped the cultural values that have contributed to the creation o f a unique cultural identity for the future planning o f waterfront city. This will pave the way for a new approach in waterfront development that is in harmony with the traditional values and identity of the Bugis- Makassar community atiff UTM 316 p.
