Respondents of the study include administrative officers of Kabupaten Bintan Province, renowned public figures, and reputed experts in the customs. This research adopts the qualitative research method. Data for the study were obtained from in-depth interview and observation. Findings of the research shows that work procedures in the Malay culture could have positive impact upon the behaviours of the administration officers in providing quality services to the community. This research, however, finds that the Malay culture and the practice of Malay values have not meaningfully contributed to the development of human resource in the administration of Kabupaten Bintan. Results of the study shows that when providing services to the communities, the officers in-charge were not acting according to the expectations and needs of the people in the district. It is therefore proposed that the ideas, thoughts, values, norms and the rules known as the ideals of the culture embedded in the value system must be instilled among the staff to strengthen the personality and behaviour. They should be practised and should function as the basis of behaviour promoting, organising and giving instructions and guiding the officers in running the daily administrative requirements at the office. In order to establish anefficient and effective service to the community, the administrative officers at the district level has to practice proper local cultural values to the extent of establishing a pattern of relationship among the administration at the district level. Functionally, it is formulated that good district administration need to adhere to the district cultural values practiced by the district administrative officers in order to fulfill the expectations and needs of the local and foreign communities. This is to ensure that the relationship between the district administration and the community and its surrounding runs consistently, is balanced, compatible, dynamic and continuous. The findings of this research seek to strengthen the values practised in the Malay culture in accordance with the Malay proverb “di mana bumi dipijak, di situ langit dijunjung” snhas UTM 329 p.
