The use of existing guidelines on ad hoc basis in the administration of quarry leads to the issue of the absence of more specific guidelines within the administration of the quarry development itself, which starts from the stage of land application process to the stage of conducting activities at the quarry. Accordingly, the study on the coordination efforts of the guidelines in terms of submission procedures of the quarry has been implemented in order to overcome the issues arising, which clearly turn out to contribute to long-standing problems faced by the government departments. Certainly, the main goal of this study is to make relevant coordination with more specific guidelines in the administration of the quarry that could be adopted by all parties involved in the application process to run activities in the quarry. This study involved the government departments in the state of Perak that have direct connections with administration activities at the quarry, such as the Land and Mines Office, the Minerals and Geoscience Department, the Department of Town and Country Planning, and several other technical departments. This study also involved three quarry operator companies that are operating in the state of Perak. In order to complete this study, qualitative data collection was conducted and subsequently, the data obtained were analyzed by using the methods of descriptive analysis, content, and comparison. The findings of this study indicated that there are various forms of problems that have to be faced by the government departments, which ultimately demand specific guidelines related to the procedures of the quarry submission. At the final stage of this study, the researcher makes the conclusion on the coordination efforts of more specific guidelines that are believed to be able to help facilitate the parties involved in the administration of the quarry development.
